Eight's Contributor List Exchange Policy

April 21, 2004

Statement of Purpose Eight-TV Eight's list policy is designed to respect the privacy expectations of Eight contributors while providing reasonable opportunities to expand the contributor base through judicious exchanges for one time mail use with approved organizations. The Eight list policy conforms to the amended guidelines issued by the Corporation for Public Broadcasting (CPB) on March 28, 2000.

The Eight List Exchange Policy is as follows: List Control

•  Eight will, from time to time, exchange contributor names with local non-profit educational, cultural, social service and health organizations in the communities we serve.

•  Eight will not sell, rent, lease, loan, trade, give, donate, transfer, nor exchange contributor names to, with or from any local, state or federal candidate for public office; authorized committee for such a candidate; political party or 501(c)(4) advocacy group for any purpose whatsoever, except as required by law or judicial process.

•  Eight will maintain active control of its contributor list, and will take all appropriate measures to ensure against unauthorized use of such lists by requiring any third party (including but not limited to list brokers, mail-list management organizations, Friends/Volunteer organizations, fundraising organizations, or advertising and public relations agencies) to abide by our compliance requirements, except as required by law or judicial process.

•  All contributor list exchange agreements will be managed by the Eight Membership Department and must be reviewed and approved in writing by the Manager of Individual Giving, Director of Marketing and Development and the General Manager.

Limits on Usage

•  Eight reserves the right of refusal any proposed contributor list exchange for any reason. Reasons may include, but are not limited to requested timing of the exchanging organization's campaign, content of the exchanging organization's campaign, or small file size.
•  Eight will not exchange contributor names to any individuals or corporations.
•  Eight requires that any exchanging organization grant Eight the right to review the content of the exchanging organization's proposed mailing.
•  All approved exchanges are for the exchanging organization's one-time use only, unless otherwise agreed upon and approved.

Contributor Privacy

•  Eight will honor all individual contributor requests for exclusion from all membership list exchanges. These contributors will be permanently coded in the Eight database and not be included in any membership list exchanges until the contributor grants permission in writing to release his/her name for exchange.

Contributor List Record-Keeping
  • The Eight Membership Department will maintain complete and accurate records of all uses of contributor lists for fundraising purposes, and will furnish such records to the Corporation for Public Broadcasting on request.
  • Sample letters and/or packages of mailings by non-affiliated third party vendors will be maintained by the Membership Department.
  • This policy will be distributed to all fundraising staff and key management staff as part of new employee orientation, as well as to veteran employees at the beginning of each fiscal year. A written copy of this policy will be provided to third-party vendors who secure lists and produce direct mail campaigns for Eight.
Future Changes to Eight Contributor List Exchange Policy
  • After initial review and approval by designated Marketing and Development staff and the General Manager, all future changes to the Eight Contributor List Exchange Policy must be approved by the Manager of Individual Giving, Director of Marketing and Development, the General Manager and be communicated to Marketing and Development staff.
